A CRM system for a small business in the UK has to do the usual job of keeping contacts, deals and follow-ups in one place, and a second job most guides skip: keeping you on the right side of UK GDPR and PECR when you use that data to market. That second job is why a CRM chosen for a US sales team can be a poor fit here.
Start with what the CRM must hold
Most small teams need five things: contacts and companies, a pipeline of deals, tasks and reminders, email integration and basic reporting. Anything beyond that is automation you may not use yet. The best CRM software for small business use is the one your team will actually update every day.
UK data rules that affect your choice
- Consent and marketing. Under PECR, emailing individuals, which includes sole traders and most partnerships, needs consent or a valid soft opt-in. Limited companies and LLPs can be emailed without consent, but UK GDPR still applies to the personal data. Maximum PECR fines rose to £17.5 million or 4% of global turnover in February 2026. Your CRM should record where consent came from and when, and handle unsubscribes automatically.
- Where the data lives. Ask where the provider stores and processes data, and how transfers outside the UK are covered. You should be offered a data processing agreement.
- Access and deletion. When someone asks to see or delete their data, you need to find, export and delete it quickly. Check that this is easy before you import your contacts.
- ICO fee. Most organisations that process personal data must pay a data protection fee to the ICO unless they are exempt.

Names you will meet include HubSpot, Zoho, Pipedrive, Capsule and Salesforce. At the time of writing HubSpot offers a free CRM tier, but limits and prices change, so check each provider's current page rather than relying on a comparison written last year.
Free plans and automation
The best free CRM software is the one whose limits you won't hit in the first year. Check how many users and contacts are allowed, whether email integration is included, and whether CRM automation tools such as follow-up reminders are locked behind a paid plan. A CRM software for small business free plan is a sensible place to start, but move to a paid plan before you build processes around features you will lose at the cap.
When you do automate, start with two things: a task created when a deal moves to a new stage, and a reminder when a lead hasn't been contacted for a week. Add email automation only once your consent records are in order.
